At ground level it's almost always exterior water: downspouts discharging at the wall, a yard that slopes toward the house, or Miami's high water table keeping the soil saturated. The masonry absorbs that moisture and it shows up as stains, salt deposits and peeling paint on the lowest part of the wall.
Paint alone hides the symptom for a few months while the water keeps entering the wall — and it usually comes back worse. The fix that lasts is done outside: remove the water with drainage, then waterproof the exterior face of the wall.
The pattern tells the story: moisture concentrated at the bottom of the wall that gets worse after rain points to exterior water.
